What Are NYC's Commercial Waste Zones?
Under Local Law 199 of 2019, New York City is divided into 20 commercial waste zones. The Department of Sanitation (DSNY) awards each zone to up to three licensed carters.
Once a zone goes live, every business in it must contract with one of the carters awarded that zone. The program replaces the old open market with a smaller set of licensed, vetted haulers per neighborhood.

What the law requires of every business
- Sign a written agreement with a zone carterWhen Manhattan West rolls out, every business must sign a new written service agreement with one of the three zone-authorized carters. A business that has not signed by the end of sign-up is assigned a carter by DSNY, at the maximum allowable rate.
- RecycleEvery business must keep metal, glass, rigid plastic, mixed paper and cardboard out of the trash, and post a sign showing what is recycled.
- Use bins with secure lidsTrash, food and food-soiled paper go to the curb in bins with secure lids, 1 hour before closing or after 8:00 PM. Keep enough bins for 72 hours of waste.
- Separate food waste if the organics rules cover youLarger food service, retail food, food preparation, catering and event businesses must separate organics. Our Organic Waste Regulations sheet lists who is covered.PDF
